2016 Voter’s Guide – Proposed Bylaw Amendments

MOTIONS TO AMEND BYLAWS

 

The following motions for four proposed Bylaw amendments will appear on the 2016 election ballot.  Additions are shown by underline, deletions are shown by strikeout.  Comments on any of these may be made on AANR’s Alltogether Blog.

 

MOTION 1:  A “yes” vote on this motion would move the province of Ontario, Canada, to the Eastern Region.   A “no” vote would support leaving this Section of the Bylaws as it is currently.

 

I move to amend Bylaws Section II, Article VI, Paragraph A by striking and adding as follows:

 

  1. The regional divisions and the boundaries thereof are as follows:
  2. a) The area to be served by the Eastern Region shall include and be the states of Maine, New Hampshire, Vermont,  Massachusetts, New York, Connecticut, New Jersey, Pennsylvania, West Virginia, South Carolina, Georgia, North Carolina, Alabama, Tennessee east of a north-south line drawn through the city of Manchester, Rhode Island, Delaware, Virginia, Maryland, District of Columbia, Mississippi, the province of Ontario, Canada, Eastern Canada, including Quebec and provinces north and east of Quebec, and such foreign areas as it now serves and/or may later be assigned to it.
  3. c)     The area to be served by the Midwest Region shall include the states of Ohio, Kentucky, Indiana, Michigan, Wisconsin, Illinois, Minnesota, North Dakota, South Dakota, Missouri, Iowa, Nebraska, Kansas, Tennessee west of a north-south line drawn through the city of Manchester, the province of Ontario, Canada, and such foreign areas as it now serves and/or may later be assigned to it.

Purpose:     As stated.

Fiscal Impact:  None

 

Pro Statement:  The largest populations in the Province of Ontario are Ottawa and Toronto. Due to the proximity of the largest populated areas to the Eastern Region it would be beneficial to the AANR clubs and members to be served by the Eastern Region. AANR’s Canadian members and clubs need to feel part of this Association and the Province is easily accessible from the Eastern Region as it borders the Province of Ontario.  Currently AANR-East has a Director that is a resident of Canada and lives in the vicinity of many of the AANR and non-AANR clubs in the Province. To better meet the needs of the Canadian clubs and members in Ontario, I ask you to vote yes on this motion.  Gloria Waryas, President, AANR East.

 

Con Statement:  There was no Con Statement.

 

MOTION 2:  A “yes” vote on this motion would support specifying that only a plurality (as opposed to a majority) is required in selecting a convention site.  A “no” vote would support leaving this Section of the Bylaws as it is currently.

 

I move to amend Bylaws Section III, Article IX, Paragraph C by adding as follows:

 

  1. 15. The Board of Trustees, at the Trustee meeting held in conjunction with the convention, shall decide upon the location of the AANR convention to be held two years ahead. A plurality of those voting is sufficient for the selection.  Criteria for selection of the convention site and terms of a contract between the Association and the host club selected shall be specified by the Board of Trustees.

Purpose:     As stated.

Pro Statement: It is entirely unnecessary and unproductive for the trustees to have to vote multiple times for the location of a convention simply to satisfy the requirement that a majority (over half) is necessary.  I urge you to vote yes on this proposition.  Patty Faber, Immediate Past President, AANR West

 

Con Statement:  There was no Con Statement.

 

 

MOTION 3:  A “yes” vote on this motion would support changing the existing wording regarding tie votes and when the president is allowed to vote.  A “no” vote would support leaving these sections as they are currently.

 

I move to amend Bylaws Officials’ Qualifications Chart by striking and adding as follows:

[The president] Shall attend and participate in the annual membership meeting and in the meetings of the board of trustees.  No vote in trustees ‘ meetings except in case of a tie when his vote would affect the results.

 

And amend the Governance Manual Section 3.02.01 by striking and adding as follows:

 

  1. In addition, the President:
  2. Shall have no vote except in case of a tie when his vote would affect the results.

 

And amend the Governance Manual Section 3.03.04 by striking and adding as follows:

  1. The President may cast his/her vote only in case of a tie when his/her vote would affect the results.

This is a housekeeping motion to bring the AANR Ruling Documents into compliance with Robert’s Rules of Order.  There were no pro or con statements.

 

MOTION 4:  A “yes” vote on this motion would support the appointment of an interim Executive Director in the event of a vacancy.  A “no” vote would support leaving this Section of the Bylaws as it is currently.

 

I move to amend Bylaws Officials’ Qualifications Chart by striking and adding as follows:

 

[If the position of Executive Director is vacant] President, until successor is appointed hired, may appoint an interim Executive Director.
